Electronic Toll Collection (ETC) technology was a significant part of Intelligent Transportation System (ITS). The ETC system was developed as the first application system of ITS in many countries. In china, its development was especially concerned. However, there are lots of problems and deficiencies about using the ETC of foreign technology. Therefore, a new ETC technology is urgently needed for the management mode of domestic traffic toll. This paper presents a novel technology of ETC system. It combines with the wireless personal network technology of ZigBee which is short range and low rate.In this paper, overall scheme and flow of system was designed which based on the technical realization mode of ETC system. According to requirement of ETC system function, the hardware system was developed. It was composed of two parts: On Board Unit (OBU) which consisted of ETC wireless module and IC card read-writer of radio frequency, and Road Side Unit (RSU) which possessed GPRS module. In order to improve the reliability of wireless communication, through the deeply research of ZigBee wireless network technology, the method that was ZigBee routing algorithm was applied to wireless network of ETC system. The network area was enlarged. Aiming at distance measurement function, the distance measurement based on RSSI was designed. It was proved that this method was feasible by the experimental data. Then, according to the functions of every node in wireless network, the software system was developed based on ZigBee2006 protocol. And the functions suck as wireless networking in short distance, wireless data receiving and IC card read-write of radio frequency were achieved.Finally, every function modules of ECT system were tested. And the feasibility of the designed ETC system was verified by the test results.
