As a widespread education mode, China Intellectual Property (hereinafter IP) Long-distance Learning covers wide areas and trains numerous students. Therefore, it needs to not only satisfy domestic training needs but also take the responsibility of international IP training. China Intellectual Property Training Center organized and developed China IP Long-distance Learning platform, satisfying the training needs from home and abroad, increasing training efficiency and developing a new mode for IP training.This dissertation designs and realizes all modules based on the overall framework of China IP Long-distance Learning Platform.Through the research on the global Long-distance education, this dissertation advances the logically distributed system which has been put into use on the platform, combining with the needs of China IP Long-distance Learning. In this condition, different institutions can develop their own on-line education on the same platform. It not only enables different institutions to use the platform for their own courses respectively, but also makes it possible for them to interact with each other and share information. Therefore, different institutions can be managed integrally and effectively. And the platform uses the popular SCORM standard to satisfy students' individual study need, control and evaluate the study process. Therefore the case, the logically distributed system and the SCORM standard are very important for the platform. Moreover, the platform's design tries to avoid some common defects that other e-learning platforms usually have and maximizes the intelligence of the platform. So the design can reduce teachers' work through intelligent management as well. In the function design, it designs different function according to different parts' requirements. It uses many advanced technologies such as multi-lines, F5, Cache etc. in the design of hardware structure.
