With the constant development and improvement of mobile communication and information processing technology, people are not content with the traditional text and voice service. People expect to a new type of communication service which can obtain the video information in real time. The development of mobile video service not only needs the mobile network that has high transmission rate and high band width, but also has been restricted by the memory capacity, processor chip, battery capacity and display screen technology of the cell phone. In our country, 3G-network is currently in the primary stage of construction, for the limitation of the band width. The quality of mobile video service which is developing in the current network is not satisfactory. The price of the intelligent mobile phone that supports mobile video service well is almost expensive, the intelligent mobile phone has not yet spread to users, so at present mobile video service can not develop on a large scale in our country.According to the limitation on the development of mobile video service in our country, especially the limitation on the cell phone, in order to develop a similar service as the mobile video service, this paper exploits a versatile real-time image browsing platform for mobile phone based on WAP. WAP is a bridge between the mobile world and Internet, it makes mobile users obtain abundant network information resources from the cell phone. This paper has introduced the versatile real-time image browsing platform for mobile phone in details including the platform structure, implementation principle and the realization of this platform etc. The function of this platform is sending images in which users interested to users'cell phone continually. It provides a real time image browsing based on WAP. If a user's cell phone supports WAP, though this service, he can get some real time image information that he wants easily, such as the condition of traffic, weather of a showplace or the situation of family safety. The realization of this platform includes the establishment of the WAP server, image capturing, image processing and the image browsing on the cell phone etc. This paper introduces these steps in details including the design and development of many software modules and two different working mode adopted by system. Image capturing and processing technology, socket network communication technology and component object Model developing technology are used in the development of these software modules.The test has showed that the platform has been running smoothly, and the platform has a powerful adaptability and a flexible configuration. The versatile real-time image browsing platform for mobile phone can bring good economic benefits after put into operation.
