Access Network plays an important part in communication network. It is the interface for communication network to offer service access to the subscribers. At present, the technique of using optical cable as a media is developing rapidly. It will take place of copper cable and become domimentin access network.The present access network of ZIBO CNC is facing exit because of the obsolete and aging equipment. But there is bottleneck rate in the copper cable which has been mainly used before. In addition, the aging copper cable results in the electrical performance degradation. It is difficult to develop broadband services. So the implementation of using optical cable instead of copper cable is necessary. Also, it is difficult to implement the deployment of new business because of the limited function of the original access equipment. On the other hand, the numerous copper cable resources occupy lots of pipeline resources, which cause the shortage of pipeline resources, and obstruct the further development of the net. In recent years, copper cables are stolen rampantly, which speed up the process of its elimination.In view of the problems that ZIBO CNC faces, the author proposes to use the optical cable instead of the copper cable to solve the present problem of access rate and ability. Through the discussions about the developing PON and FTTH techniques, and according to the actual operation of ZIBO CNC, the author makes is clear the rules for using optical cable. Also, the author gives a detailed design for the implementation plans and steps for the using of optical cable, and carries on the proof of the subscribers' access methods. The implementation of using optical cable sets higher requirements for the present construction system, the maintenance system as well as the market system. The author analyzes this and offers solution. The paper uses ZHANGDIAN and LINZI as examples to illustrate how to accomplish the optimization of access network by using optical cable.As the leading and fixed communication operator, the ZIBO CNC is implementing the optimization of the access network according to the design. The using of optical cable has increased the access methods, widened the bandwidth and enlarged the coverage space. Also it helps the enterprises to be in the advantage in the competition, and Obtains the good economic and social efficiency, which can be seen from the districts where have implemented the design.
