With the digital campus matures, more and more colleges and universities adjust their IT strategic planning. These colleges and universities promote and deploy the digital campus project of their own. However, the traditional IT management can't meet the requirements of universities' Digital Campus. Universities' IT Support Management is facing new challenges. The theory of IT service management becomes the best optimization and adjustment of the Digital Campus.This paper proposes the theory of IT Service Management and the guideline which base on the ITIL. The paper sets the system digital campus management system of IT service management which adapts to the development of the institutions of higher learning, and give the detail of the service desk, incidents management, problem management, change management and configuration management service flow.This paper introduces the definition, scope and core concepts of IT service management, provides the content and function of Digital Campus, points out the problems of IT service management in the most of colleges and universities. The paper is focusing on the designing of the five major IT service management service flows which bases the characteristics of the IT service management, guides by the ITIL framework. The paper provides an overview the definition and functions of five major IT service processes, gives the detail of designing and description. The paper provides the planning of the characteristics about the system of IT management, designs the IT operation and management project of a medium-sized college with the integrating the five main service flows of IT operation and management. The paper compares the principal qualities of IT service which is the carrying project out to the qualities which isn't carrying project out, confirms the effect of the project which is carrying out. Finally, the paper provides the analysis which is about the effect of the project.
