In recent years, more and more mobile terminals are becoming increasingly intelligent, so that they are able to deal with not only voice communication issues but also service functions. The reason for this trend can be summarized by two main points. Firstly, the elecommunication network has greatly improved. Secondly, the technology of the embedded chips can now enable small mobile terminal to perform more effectively.Achieving more functions in the mobile terminal has become a new target of software developers. VoIP, among other technologies, provides convenience in people's lives. VoIP technology uses packet-switching technology, meaning voice data will be transmitted through the internet. Nowadays, VoIP technology has been widely used in computational fields, as a large number of VoIP-based application software has been developed. With the reality that mobile terminals can easily access WLAN, it is possible for software developers to create similar software on mobile phones. Additionally, due to the powerful processing capability of mobile phones, we can now process complex video compression that we previously could not. With the addition of the VoIP technology, we can make video calls. However, we are not yet able to find a translation function in voice communication systems.This paper will discuss the results of voice communication research. First of all, the socket programming technology enables the mobile terminal to access the internet not unlike computer. SIP signaling technology will help cell phones establish a session connection and break the connection when the session is finished. The use of H.264 video compression technology makes it easier to transport video data at a low-bit rate which meets the needs of a wireless environment. Multi-language video-call system establishes a base on VoIP framework and uses the translation module on the server. Through the coordination of mobile terminals and servers, we can ensure that the system will establish the connection and transport the data correctly.
