In recent years, with the rapid growing of the number of vehicles in the city, a serial of problems about the vehicles against the law occur. The police have to face the problem of how to surveil the vehicles which we call suspicious vehicles in this paper without affecting the traffic. Sometimes the vehicles were thieved or robbed, sometimes the vehicles hit and ran and sometimes just violated the rules and regulations. At the same time, the police must presuppose in real-time and act promptly. The police may use the check point of the police traffic management system.To resolve these problem, we describe about the Monitoring System for Suspicious Vehicles at City Check Points in this paper. We focus on the design and implement of the system, and how to use the system to manage the city. First of all, we summarize the present situation and development of the technology about"Golden Shield Project", Intelligent Transport System and so on which the system mentions. Then we decide the main design based on the system's main function. In the system design, the main completed work are listed as follows:1)According to the special requirement of city check points, the paper analyzes and designs the video capture system which is adapted with the need of the check point. It analyzes and designs cameras and video capture card of the system.2)According to the system requirement of recoginzing the license plate in the check point, it researches, analyzes and designs the system of recoginzing license plate in check points automatically. The system includes image preprocessing, character segmentation, character recognition.3)According to the actual requirement of multi-lane check points, it analyzes and designs the processing method of the distributed structure based on multi-lane recognition.4)According to the distributed status of city check points, it designs the distributed database system which meets the needs of the system.5)It designs and implements interface of the Monitoring System for Suspicious Vehicles at City Check Points based on WEB service.The system can recognize the license plate images automatically which are captured at city check points, and the computer at check points can send the processing result of images to the server of the public security traffic centre. At the same time, computers of the centre can check the images with the database of suspicious vehicles, and activate the alarm device when finding match. The centre database collects all the data of check points for querying and calculation the in-out traffic of the city. With strict test, the result shows that the system can manage and surveil the vehicles at the check points efficiently. It can find the suspicious vehicles and activate the block device in time. It also can send the data collected at the check points to the central database for traffic management.
