With Chinese rapid economic development, the automotive industry has entered a period of rapid development, increasing the penetration rate of cars. This convenient public travel, but also has a lot of inconvenience to control the vehicle. For important national institutions, the bus, private car access is very frequent, how to monitor the accessing vehicles effectively has plagued security personnel. Particularly rampant in today's world of terrorist organizations, car bombings have occurred, control measures for the safety car is more and more important.At present, many formed intelligent vehicle management systems have put into use, mainly in the IC card technology, RFID technology, technology-based license plate recognition, those vehicle management systems couldn't meet requirements of these important organizations for vehicles. Therefore, this paper attempts to carry out research and design of vehicle monitoring system on the Internet of Things technology platform, RFID, license plate recognition, the chassis integrates scanning technology, designed with a high degree of comprehensiveness and consistency of the vehicle monitoring system.This paper makes the radio frequency identification, license plate recognition, the chassis scanning as the perception of physical layer networking technologies, to access to the vehicle RFID tags, RFID pilot, license plate number, chassis pictures ,and takes the LAN as the network layer, using the UDP protocol and TCP protocol communication, the authorities as a vehicles monitoring application layer, according to radio information, license plate information, and chassis information, to determine the legitimacy of the identity of vehicles and to the corresponding processing, and record the vehicle access information. According to the vehicle access situation of important organizations of state, the system is divided into regional threshold monitoring system and special monitoring systems, and for the internal organs of the vehicle, make an appointment visit the vehicle, the vehicle unscheduled visit to take a different approach. The internal organs of vehicle detection vehicle RFID tag, driver RFID tags, license plate number, chassis information, detection of license plate numbers of vehicles visiting appointments, non-appointment visit to manually register the vehicle, all vehicles entering organs by the system automatically identifies and records the car card number, chassis pictures and access time.This is the first to introduce the Internet of things to the vehicle monitoring system, the demand according to the specific requirements of important national custom authorities have important practical significance. In this paper, the specific design of the vehicle monitoring process to complete the database design, and. NET environment using C # programming language automatic recognition of vehicle barriers to entry process.
