Research On Vehicles License Plate Recognition And It's Application On Intelligent Traffic System

With the high-speed development of our national economy, there are more and more construct in the domestic expressway, urban road, and parking area, etc. The requisition on the traffic control, safety management improves day by day. The intelligent traffic system has already become the main direction of present traffic administration development, and vehicle license plate recognition system as core of ITS, plays a very important role. It occupies important role in the project management of express way, urban road and parking area, etc. Its wide application will contribute to the process of the traffic management automation of our country.This paper studies the license plate recognition technology and the characteristics of China plates on the vehicle license plate recognition and the design of algorithms. Positioning plate in the region on the issue of this paper, a component of the S model HSV texture positioning, using license plate image texture and S component can filter out most of the body of information, and through the projection plate prior calculation and knowledge of the motor vehicle license to achieve the accurate positioning. Problems in the segmentation of the characters is given a character segmentation strategy. Background on the plates is first analyzed by plate classification, according to a priori knowledge for different binary license plate special treatment, the final use of projection function with the prior knowledge plate license plate characters to achieve segmentation. Character Recognition in on the issue, by using the "one-to-one" strategy of support vector machine license plate character recognition solution plate classification so many characters, and the final results of the experiment are given.This paper presents the intelligent traffic management system in the specific license plate recognition module design. Use of object-oriented thinking of the classification code module package. Design and implement the category management bitmap image algorithm category, the vehicle registration of image analysis, support vector machine algorithm type, serial communications and network communications, and provided a user interface. System module using dynamic link library technology package, which can be realized module reuse and convenient module updates. License Plate Recognition Module of the automatic license plate recognition, serial communications and network functionality, such as intelligent traffic management system to meet the diversified needs.
