With the war combined more information, moreover requirements and questions are submitted to equipment support system, as more and more quantity and variety of equipment material safeguard, bigger and bigger space safeguard, the time safeguard requires shorter and more accurate than before, and the time to manage, plan, organize and execute the equipment safeguard in wartime also becomes shorter and shorter. Under such conditions, traditional equipment safeguard mode and means can not adequate to the demand in wartime. So how to enhance the equipment safeguard system adapting the future war is one of the important research subjects for our equipment safeguard in nowadays. It is imperative to evaluate the equipment safeguard system for clear knowledge of task progress and result of the system, however, the field of theory and application technology involved much and miscellaneous, and it is a large and complex system engineering for assessing the performance of the equipment safeguard system. In brief, the paper analyses the background, objective and status of the equipment safeguard system, describes the development history and the concepts relevant to performance assessment, then combining with the existing evaluation index system on equipment safeguard, from equipment safeguard system decomposition aspects, this paper finally builds the model having demonstrations on effectiveness assessment in equipment safeguard system.This paper completed the work as follows:First, the paper give opinions about the flexibility modeling and flexibility assessment on equipment support system, analyze the characteristics and the advantages of flexibility modeling and flexibility assessment in model of equipment support system, furthermore, explain the two assume and there interdependence.Second, the Flexibility modeling assume based on ability to vector decomposition method and analytic hierarchy process (AHP) is used to made a modeling with demonstrations, in this model, equipment support system is made up of five capabilities which have equipment maintenance support capability, Spare parts support capability, detection diagnostic capability, quality of the staff, positions support capability and two stage competence Indicators. In addition, some basic index which is been defined and given design procedure also come from the five capabilities.Third, analytic hierarchy process (AHP), expert evaluation method and ADC are Combined flexible and the calculation formula is given out, these three methods are Convenient for user to evaluate the concrete equipment support system with the suitable assessment method, the equipment support system model is developed and the flow chart is designed.Fourth, after analyzing the Effective evaluation on models with a typical C4ISR communication equipment support system, it is demonstrated that such assessment method is effective and convenient.
