With the development of internet and multimedia technology, web-based teaching is turning into an important teaching method day by day. As a key part of web-based teaching system, a good and effective teaching evaluating system is capable of testing teaching results, diagnosing teaching problems and formulating effective interactive state and feedback between teachers and students. However, China's web-based teaching evaluating systems currently are not perfect and many of them only offers nonodirectional evaluating function, for example the evaluation on the studying results of students. Moreover, a majority of studying evaluating systems adopt terminal assessment or the testing way through collecting students' behavior information based on their electronic records. Either those evaluating systems did not attach importance to the characteristics of web-based teaching or did not utilize the advantages of computer platform. What's more, most of the teaching platforms currently did not offer a way for students to assess the teaching resources including teacher,teaching contents,studying resource and studying supporting system evaluation. So, the educaitonal managers have no way to find out the advantages and disadvantages of the teaching platform, which makes the enhancement of the teaching quality impossible.Thus, the thesis aims to establish a full-scale and effective teaching evaluating system, including studying evaluating subsystem and teaching resources evaluating subsystem. Firstly, the thesis analyzes theories such as web-based studying,web-based teaching evaluation and so on. Then, based on the studying and evaluating of relative literature and the investigation on the importance of web-based studying behavior, it makes better the current studying evaluating index system and fixs each index weighing through analytic hierarchy process. Moreover, besides the collection of students' studying behavior information, the thesis adopts data mining method. Then, the collected data needs to be quantified. After that, the studying results of students are assessed through weighted averaging principle.In order to establish objective and effective teaching resource evaluating syste, the thesis deepens the analysis on the contents of each items of teaching resource, builds up the teaching resource evaluating index system through analytic hierarchy process, then sieves out the index which affects severely the objects in evaluation through important index sieving method, and finally trains and assesses the module through support vector machine. The module trained well not only can achieve satisfied evaluating results but also reduces largly the index numbers, then the collection of evaluating information can be more easier.At last, the thesis offers the specified implement of the system on J2EE platform based on Struts framework after the analysis on the design object of the system and programming of the architecture.
