With the drawback and defect of the traditional purchasing pattern more and more visible. The advantage of the online stock and the dynamic E-business were approbated by more corporations. But how to expediently and cheaply link the application system that included the language, platform and protocol difference of the purchaser, supplier, market and the service provider, and to achieve the business affairs application system beyond the enterprise entity was a challenging key problem. A college's e-procurement platform was developed based on the work background, and the key technology of it was in-depth discussed.The B/S structure was employed to carry out the system based on that particular described and analyze the demand of purchaser of Zhejiang Normal University. The business code and the view code were separated by the MVC mode, the dependence of the module was resolved by the IoC technology, and the mismatch question of OOP and relation database was resolved by the Hibernate. The system was failure-free operation, and the stock efficiency was enhanced and afforded the reference frame for the management. The main works and research results in the paper are summaried as following:(1) The system object and function demand were analyzed in the phase of project analysis, the demand was as the Use Case and Use Case Model was set up.(2) In the phrase of project design, the systemic function structure design and the database design were given according to the systemic aim and function requirement. And the MVC design mode and SSH (Struts+spring+Hibernate) frame was combined to give systemic presentation, business logic layer and data persistent layer designs.(3) During the phase of systemic realization, purchasing implement and disposal module accomplished by the author himself was taken for example to present the realization process of systemic presentation, business logic layer and data persistent layer as well as the systemic packing and disposing circumstance. At the same time, the resolving project was presented for some key problems—which were met with during the development of the system—such as search configure development module and the realization hotspot chart with interactive function.
