With the development of multimedia technology and network technology, as well as in a wide range of applications in education, Internet-based network education has gradually become the important means for learners to acquire knowledge and to achieve the lifelong learning. "Modern Distance Education Project" is one of six projects of "century-oriented action plan for the revitalization of education". In "for the revitalization of Century Education Plan of Action", Ministry of Education clearly states that "relying on the creation of modern distance education network of the network of high-quality courses, the organization of national teacher for class lectures, across time and space to share educational resources." In the engineering of Modern distance education, the construction of network is the basis, the resource development is the core, and the teaching-application is the purpose. Network is a basic unit of network-teaching, and is also the important soft resources of the distance education. At present, we are facing with in terms of resources, human resources, material resources and time to develop under conditions of limited high-quality network to meet the requirements of the challenge course. I believe that the process of curriculum development network standardization and quality control is the key to meet this challenge.This study found that the management of network-curriculum development process to be standardized and improved, in order to ensure the quality of network-curriculum development, we must follow the necessary process management, and embed an appropriate evaluation in the process of develop . Although there is a wide range of research on the evaluation of network-curriculum, but the vast majority of research tend to evaluate the certification of network-curriculum, in order to solve the problem is " what the network-curriculum should be in order to meet the requirements, " answer "what" of issues, and the evaluation-management will be solve the issue that is "how we can build a network-curriculum to meet the requirements," to answer "How To" issue.Firstly, the study analyzes the status of network-curriculum development, and for the challenges facing curriculum development in the network embedded in the evaluation process to manage the effective measures. On this basis, the study elaborates the theoretical basis of the network embedding evaluation-management in the process of network-curriculum development.Secondly, the study designs and develops the evaluation-management system for the process of network-curriculum development. From instructional design, media development, testing and trial synthesis, the study builds a theoretical framework for the evaluation-management system of network-curriculum development.
