The more and more learners begin to accept new learning method which based on the internet and which is also an important way assisting traditional classroom teaching. Without the limitation of space and time, the learners can make more flexible learning plan than the traditional curriculum teaching, may also obtain better learning experiences. After many years of development and research, network course learning and developing platform achieved good results in the field of higher education, but in the secondary vocational education is relatively backward. At present, the development of secondary vocational courses almost used the traditional pattern of curriculum development, these problems such as low teachers collaborative degree, the less development efficiencies, and the poor reusability of development achievements, have become the bottleneck of curriculum development of Vocational education. With the progress of information technology and the emerging technique for curriculum development, it is valuable to find a new way to breakthrough the traditional curriculum development mode in secondary vocational school, and to establish a curriculum development cooperative platform which effectively in line with the characteristics of secondary vocational education has certain practical significance."Work process oriented" is the achievements of the development of occupation education theory, it is a guiding ideology of occupation education which new and consistent with the combination of theory and practice."Work process oriented" is a kind of new occupation education curriculum development model, different from the curriculum development model with discipline system based,it emphasis on the structure of curriculum must base on developing occupation ability,seting the curriculum framework according to the structure of the work,organizing the knowledge and skills based on working process,from the practical work and aim at the lifelong development. From the point of view of curriculum the fundamental difference between the work process oriented curriculum to occupation and the course system of the discipline is no longer to aim at teaching subject knowledge,but for the purpose of promoting students’ occupation ability by teaching the work process knowledge,so it fit current china’s demand about teaching and curriculum of occupation education reform and provides a good guidance for occupation education workers and worth to research and practice. In this paper, we began with the present situation of the application of information technology in secondary vocational schools in China, the study was guided by the work process oriented theory, described the substantive implementation scheme and the design of network curriculum based on the working process-oriented development system in the secondary vocational school. For the purpose of solving the problems of the secondary vocational school teachers encountered in the development of the network course and developing a system of curriculum development by using the JavaEE technology. The system is mainly composed of course display module, personal space module, course management module, system management module,it provide a variety of utility functions,such as teaching content production and management, the development of task allocation and management, curriculum content integration and publishing.Try to rely on the curriculum development system to reduce the difficulty of the network curriculum development for secondary vocational school teachers in a certain extent,to achieve the goals such as improving the curriculum development efficiency and degree of collaboration.
