Carry out comprehensive utilization of resources is the national economic and social development of a long-term strategic principle, to implement the save resource and protect environment basic national policy, alleviate in the process of industrialization and urbanization increasingly strengthen the restriction of resource and environment, improve resource utilization efficiency, speed up the transformation of economic development mode, enhancing the capacity of sustainable development has important significance. In order to better investigate analysis I save comprehensive utilization of resources, enhance resource conservation and comprehensive utilization management service, do a good job of comprehensive utilization of resources in the statistical work, Shandong Provincial People’s government energy conservation office puts forward to establish the statistical system of comprehensive utilization of resources, comprehensive utilization of resources for the management of information services, for the government decision-making provide data support.This paper introduces the comprehensive utilization of resources in written form statistical system design and the realization process.The system adopts object oriented thought and the technology analysis and design, this paper adopts the standard modeling language UML to describe the system design and the realization process. This paper first introduces the system development background, and then describes the system requirements analysis, system design and system implementation and testing. During the requirements analysis phase, begins with an overview of the system, and then through the UML use case diagram analysis of the functional requirements of the system, analysis of system data transfer process, and described the system non-functional requirements. In the design phase of the system, introduces the system design principle, system function structure and system technical architecture; through the design and time sequence diagram describes the detailed design of the system, and describes the system database design, database model and the database table structure. In the system implementation stage, introduced the system development environment, describes the system function and implementation of activity diagram, and shows the system part realization code; system testing phase introduced the system testing environment, and describes the system function test. This paper sum up the work.The system adopts B/S architecture, using AJAX, JSP, Struts, Hibernate and other technical design, using Oracle as database server, realize the enterprise reporting, business directory management, audit, the city audit, management and system maintenance and other functions. Enterprise reporting to achieve the enterprise basic information sheet to fill, fixed table such as building materials, man-made board, renewable resource products such as the comprehensive utilization of resources fill and discharge of industrial solid waste form fill; enterprise directory management implementation of enterprise information to add, modify, delete, view and derived function; the audit implementation County Office of energy conservation of regional enterprise reporting audit and enterprise reporting queries, and realize the query statements analysis; city audit has the energy conservation office for the city of all regions have been reported statements audit and enterprise reporting queries, and the query analysis report; query management audit, report to the provincial data the situation of inquiry, enterprise information query, report analysis and fixed table summary; system maintenance of the user information maintenance, data maintenance, database management, comprehensive utilization of resources and products directory maintenance, comprehensive utilization of resources directory maintenance and industrial solid waste directory maintenance functions.The comprehensive utilization of resources the statistical work is the work of comprehensive utilization of resources is an important part of the comprehensive utilization of resources, good statistical work is helpful to fully grasp the domestic solid waste generation and utilization of biomass, as guidance for industry development and the leader decision-making provide data support.
