With the improvement of FPGA performance-cost ratio, more and more products use FPGA as main-control chip. In the process of research, FPGA can make hardware reconfigure to meet the user's field programmable needs by ISP flexibly. In the development process of national 863 project"UWSN", the project uses the FPGA technology to facilitate the hardware and software field debugging of underwater nodes.As the effects of far-reach sea environment, the nodes all use air-tightness package to ensure the inner of the embedded system not to be effected by the seawater, wave and tidal wind. Just because of the harsh environmental requirement, the traditional ISP debugging has been limited greatly in this project. According to the domestic and overseas development trend of FPGA technology, and situation of the FPGA debugging technology, the paper put forward an IAP technology based on FPGA, takes full use of FPGA characteristic to make collaborative design of hardware and software, and also use the network technology to make remote update to meet the needs of high performance, low cost and flexibility.The paper use the Altera Nios II Evaluation Kit board as the hardware platform, research and discuss the critical technology, software and hardware design method, implementations of the IAP based on Cyclone series FPGA. Above all, the paper research the application conditions of IAP technology, analyses the configuration models of FPGA particularly. In the next place, studies the file formats in depth, especially the flash file's s-record format, as well as the file storage in EPCS and FLASH. And then, goes on the design and modularization of PC and FPGA system software. Finally, according to the result of systematic actual operation, summarizes and analyzes the systematic characteristic and future research objectives.
