Research On Management Information System Of Rural Land Transfer Based On GIS

Rural Land Transfer plays an important role in speeding up the adjustment of the rural industrial structure, promoting development of rural economics, increasing the income of farmers, optimizing the allocation of land resources and realizing the scale management of land. With the development of economy and society, there is growing awareness of the importance of rural land transfer. The state policy on rural land transfer has been adjusted to allowing farmers to transfer the contractual right of land in the way of subcontract, lease, exchange, transfer and joint stock partnership in accordance with the principle of voluntary according to law, and developing appropriate scale management in various forms. Under the circumstances, rural land transfer will be very active and usher in a period of rapid development, while the rural economics will also receive rapid development. However, there will be huge amounts of information with the rapid development of rural land transfer. In the process of rural land transfer, the data of investigation and assessment and the data of rural land government affairs need to be deal with. With the accelerating pace of rural land transfer, the traditional management model is difficult to adapting to the requirements of management of rural land transfer. It will become an inevitable trend to establish management information systems of rural land transfer to manage information which has different varieties and large quantities and changes frequently.On the basis of the analysis of rural land transfer, the thesis researches Management Information System of Rural Land Transfer (RLTMIS) which combines workflow technology and takes GIS as the platform and takes ArcObjects as the development tool.To achieve system functions, it is necessary to design the system from model, databases, and the main program. Firstly, the thesis refers to the construction thought of rural land information system and the workflow technology and then discusses how to establish management information system of rural land transfer according to the structural model, organizational model and function model. Secondly, based on the composition of the land information system, the thesis sets up the basic function modules of RLTMIS and introduces the design and implementation of modular structure according to the function of each sub-module, and writes code using VB language. Finally, the thesis designs entire database structure and scalable model of database to store the professional data. Based on Access data management software and Geodatabase spatial database engine, the thesis sets up a series of database access rules and realizes data sharing, and then bulids the link between the sub-database and makes sure the compatibility of entire database.After the completion of the above-mentioned work, the thesis integrates and debugs the module on the GIS platform of ArcView9.2, then designs system interface and menu items though the own custom function of ArcView9.2, and integrates the good debugged module code into system, then establishes connection to database through the database engine, and ultimately builds"Management Information System of Rural Land Transfer Based on GIS-- RLTMIS ".
