Along with the constant development of information technology,theconstruction and the pace of development of Chinese E-government has been quickened and the state and governments at all levels are keenly aware of the important role of E-government in achieving the organizational structure and achieving the optimization and reorganization of work processes and building a service-oriented government.As a major national basic management agencies,the distinguishing feature of county government E-government is directly face the overwhelming majority of users and carries out exchange and interaction between the forefront,and directly reflects the quality of government services and efficiency. Therefore,to complete the goal of national information building,the construction of basic E-Government Platform has the important meaning.On the basis of reseaching and discussion of COM+ component-based software development methods,research and design the basic E-Government Platform by means of component-based development process.The paper design a multi-tiered distributed application services structure to adapt to E-Government Platform and describe the software architecture.The paper partly introduces functions of each tier,especially detailedly illuminates component interface and COM+ Servers.The whole software system has clear tiers,perspicuous structure,favorable flexibility and good retractility.All these traits help the system to avoid many problems of maintenance and upgrade generally caused by traditional development.On base of the idea of this paper,using the component-based software development methods to develop basic E-Government Platform can greatly improve the efficiency of software development and reduce development costs.It makes the software easy modification,expansion of convenience users and managers.
