Ding Fenliang ,styled himself Xinghai and nicknamed Jiean, a native of Fanyu county of Guangdong province,was born in 1859 and died in 1920. He was a well-known academic educational activist and bibliophilist in the late Qing dynasty . In the sixth year of Guangxu , he was awarded as Hanlin editing. In 1884 he petitioned the court for the impeachment of Hongzhang Li and later was forced to resign . In 1886 he was admitted to Zhi dong Zhang administration and started his teaching career by teaching at Fenghu Academy in Guangdong province .Dingfen Liang had been committed himself to academy education and book-collecting construction for decades . He established Fenghu Academy ,Duanxi Stack," Royal Crown Tower", Hunan and Hubei provinces academy and stack and four academic book-collecting towers. Based on his personal experience of book -collecting ,he formulated " Four Regulations in Fenghu Book -Collecting "and " Liangci Library Regulations". In his late years, he opened his personal" Kunxiangge" . His abundant experience of teaching inacademy enabled him to have quite different thoughts on book-collecting from other previous bibliophilists,focusing on " collecting books for the public use ", "opening to the public " and " public 's access to the library books".A study of Dingfen Liang's book-collecting activities and thoughts helps to acquire a full and sysmatic understanding of book-collecting cause in late Qing Dynasty. His thought of " collecting books for public use " clarifies the nature and mission of library and clearly explains the starting point of library work . Openness , the idea of modern library , is originated from his thought of opening to the public and public's access to library books , which is of great importance to promoting modern library construction.
