In the end of Qing dynasty and beginning of the Republic China,Shanghai Publishers Association(SPA) made great attempts to protect the publishing industry when confronting international copyright problems. This paper tries to research the international copyright affairs of the SPA,analyze the relationship with the government and the members.By comparing with the present-day publishers association, many new ideas can be found. This thesis mainly includes 5 parts. The 1st part introduces the specific social background in that time. The author generalizes the background from the perspective of society, industry and the organization. The national crisis and development of private publishing can not be neglect. The 2nd part summarizes the main information of the association's business, which can be easily concluded as printing & interpreting copyright issues, joining the international copyright union issues and duty-free issues.According to the object, the business can also be taken as activities with government and members. The 3rd part makes a case analysis on a Japanese textbook. After mainly showing the case information, the author figures out that the SPA relied on governmental resources untypically.Meanwhile, the association was operated independently. The 4th part takes an objective judge of the business. On the one hand, the SPA resulted in much good effects. On the other hand, the shortcomings was exposed in the issues of joining the international copyright union. The last part gives some advice to promote the present-day publishers association and even the whole industry.
