Parallel import of books' copyright is an international issue about intellectual property rights which developed with books' copyright trade. Copyright trade was carried out just a few years in China, so the emergence of parallel import is relatively late. Parallel import has not yet formed on a large scale, the relevant department of legislation, administration and publishing industry do not understand it sufficiently. Because it was naturally and inextricably linked with books' copyright trade, its existence relies on the copyright trade, and it is supplementary forms and competitors, therefore, making scientific researches on parallel import and dealing with it better have an important significance both for improving the service of China's copyright trade and promoting the healthy development of our copyright trade and our publishing industry.There are many reasons—legal loopholes, the fragmentation of trade management system and the publishing industry's own characteristics should all account for the existence of parallel import. It has brought deep-seated impact on Chinese publishing industry, both positive and negative, but wholly speaking the harm is more than the good. Parallel import of books' copyright mainly reduces the income of copyright owners and buyers, which will hits their enthusiasm, then hinders our copyright trade growth. It also disturbs the order of books' market, makes market contradictions sharply and helps the emergence of pirated books. More importantly, it affected our mainstream culture and ideology, even the national awareness of Chinese people overall.To minimize the adverse effects of parallel import on China's publishing industry, the departments need to cooperate wholeheartedly. First of all, we have to strengthen our legislative protection of intellectual property rights, and improve the level of legal protection. Secondly, we must improve the system of our country's trade management, and fill the loopholes in trade management. Finally, our publishing industry must improve the level of domestic publishing services, and meets domestic readers' needs. This is the fundamental solution. Only the joint efforts of all sectors of the community can minimize the negative impact of parallel import, and ensure our country's copyright trade and publishing industry grow up healthy.
