The Research And Application On E-Government Based-on SOA

The E-Govemment is an effective way to enhancing efficiency, improving s-ervice quality, and sharing information for the government. With widely construction of the E-Government affair, a series of information system is developed for its own business demand, these system normally operate independently and cooperate with each other hardly. Thus, it forms many "information islands" which is badly preventing E-Government further development. The key of implementating E-Government's "One-stop" service platform is to solve the problems of integration applications and data exchange among departments.Service-Oriented Architecture's appearance gives the resolution to these problems, thus realizes a flexibly configured government business integration platform. SOA is a componet model that inter-relates an application's different fuctional u-nits, called services, through well-defined interfaces and contracts between these -services, thus realize independent integration. Under this architecture, the business logic on the form of service or component, can be shared, reused and configure, thus can meet the demand of E-Government's development.The thesis holds view form theory and practice, describes the general development situation of E-Government, studies and analyzes the theory and implementation technique, designs the E-Government system architecture based on SOA, analyzes the advantages and feasibility of E-Government basedon SOA; Based on a typical case of E-Government's"One-stop" service-an administration project's -examination and approval system, this dissertation gives a description and analysis of the system's function requirements,architecture,business models and workflo-w models, applying SOA into E-Government in practice, enhances the flexibility of the deployed system, avoids the trouble of re-building system or making big -changes caused by business change, and response to the business change rapidly.
