At now, the incidence of various security incidents means traditional monitor devices are more and more unsuitable for the development of society, it also speeds up the development of the surveillance systems , video surveillance systems are more and more welcomed by users for its virtue of visualization and storage capacity. Today ,as the development of video surveillance systems, a growing number of video surveillance products come to the direction of smart, light, and delicate, embedded devices are widely used by their high reliability to a variety of complex conditions and can be remotely controlled in order to expand the scope and track target effectively. As the development of VLSI and embedded devices. Many powerful embedded processors, such as TI's DSP and Motolora's PowerPC appear, whose performance are higher and higher correspondingly price are lower and lower. Especially, DSP chips include abundance of peripheral interface and have very high programmed ability, which make the hardware and software of video surveillance system be implemented easily. So, the platform of video monitoring system based on DSP is researched in this paper.In this paper, the development and implementation methods of the embedded video monitoring system are researched and analyzed at first, and video signals are also being introduced. On the foundation of research and taking into account the design requirement of this system, the design plan is given, which chips to choose are also researched.Subsequently, in accordance with the design of real-time requirements and intelligent of the video surveillance system, combined with the design of the difficulties,the implementation method and hardware designs of video surveillance system is discussed, and the detail design is given. According to the hardware design, the target tracking application based on hardware platform is introduced, and every steps to achieve is also given, the process of capturing and tracking moving targets is focused on,experimental results are given. Finally, in accordance with the hardware and software design, the results are given, combined with the design of the system in the process of development, the experience and shortcomings are summed up.
