With the development of the computer technology, digital video monitoring system has become one of the important applications of modern information technology. In comparison to the analog video monitoring system, digital system can achieve intelligent monitoring by using image processing methods. Traditional analog system has been replaced by digital system in many important fields, which require high security such as resource, national defense, and traffic. The core techniques of intelligent video monitoring system are the detection and recognition of moving objects.In this thesis, an intelligent digital video monitoring system based on common PC operation system was proposed. The system includes image signal collection, image encoding, pan/tilt/zoom control, and moving objects detection and tracking. Both software implementation and hardware integration of the system were investigated in details. Professional CCD video camera and image capture card were employed to obtain the high-speed and high-quality image. Digital decoder based on RS-485 bus was utilized to control the console and lens. In the part of the software programming, visual C++ 6.0 was used to implement the whole intelligent video monitoring system based on the software development kit of the video capture card, which includes the programming of image collection, image encoding, serial port communication, and moving objects detection and tracking. According to the study of main motion detection and moving objects extraction methods, a new method combining frame-difference and background-difference was put forward. Experimental results show that the method proposed herein can detect and extract the moving objects quickly and accurately. Target tracking is also achieved effectively.
