Computer intelligent video surveillance system (CIVSS) is a front topic in Computer Vision domain. It spans many subjects including computer science, machine vision, image engineering, pattern analysis, artificial intelligence, etc. CIVSS can automatically analyze the sequence of images by the methods of computer vision and video analysis. The system can detect, locate, recognize and track objects in a moving environment in real-time. Furthermore, it can also analyze and judge the movement of objects.As to computer intelligent video surveillance, there are still many problems theoretically and applicably although it has been widely used in all aspects of social life. Large numbers of researchers home and abroad have been devoted themselves in this field and have already achieved wealth results. Based on existing conclusions, this thesis describes researches in the key technologies of CIVSS. The main content includes the detection, withdraws, and tracking of moving objectives and so on.This thesis systematically introduced the basic theory in image processing technology and the theoretical basis and analysis methods of motion analysis in video images. Based on completing the initial moving target detection, tracking system design and choosing systematic hardware and software, an analysis of the image sequence collected by a fixed single camera is taken on. By using the MFC of VC++ 6.0 for video detection and tracking system development, moving target detection and tracking system are achieved. In the experiment, background processing, moving target detection, target tracking, camera adjustments carried out in four areas of system testing. The system in the research has achieved a certain degree of self-adaptability, suitable for hardware implementation, tracking well, with a certain degree of stability and robustness.
