Video Target detection and tracking is a very important field in digital video processing and analysis. It is widely used civilly and militarily. This dissertation discusses the techniques of moving object detection and tracking under moving background, and the implementation of "C6x Processing Board-Host PC System".The design of "C6x Processing Board-Host PC System" can be divided into four parts: hardware design, driver design, processing software design and application software design. In this dissertation, the plan of hardware, the key technologies of detection and tracking moving object under moving background and their implementation on DSP are discussed.The video moving object is detected by the way of temporal image differential with camera motion compensation. Firstly, the camera motion is estimated and then compensated; after that, the possible area of the moving target is estimated by the temporal differential of the video sequence; and further the video object is segmented out by the way of binary transformation of the image with statistically adaptive threshold. Also, in order to accurately track target in real time, the possible target area and position is predicted by prediction technologyAccording to the working states, the processing program is divided into four modals, which carry on the states: Search, Capture, Track and Memory. The system is running in the four states to accomplish the detection and tracking of the moving video object.
