The international communication hegemony owned by the western countries was lasting long. And it has been the biggest obstacle on the way for the developing countries. To developing counties, a fair, just and reasonable new order of international communication is a long-term and unremitting pursuit. During those fields such as website, new technologies show us endless possibilities to challenge the communication hegemony. All kinds of non-governmental forces, especially individual-based forces may take leading role during international communication by those technologies.In China, various websites was set up for the purpose of opposing the international communication hegemony since the bombing of the Chinese embassy in Belgrade in 1999. After "3ยท14 Incident" broke out, the similar websites received great attention. Anti-cnn website is a typical representative of such sites. The most important feature of the site is to take an objective view to expose the western media's false and distorted reports. It means to make public the evidences of the western media's false and distorted reports on the website. Guide public opinion to face the distorted reports rationally, not blindly. The next feature of anti-cnn is to carry out civilian communication movement on website. Those materials which expose the false reports including videos, pictures and texts are mainly provided by internet users at home and abroad.Through content analysis and literature analysis, this paper attempts to analyze the aim of the anti-cnn, to show the current situation of the non-governmental forces against the international communication hegemony, and to evaluate the feature, forms and effect of the website, furthermore to point out lacks and give other websites useful suggestions.
