Public opinion is a special word in china, it is of Chinese characteristics, there isn't a proper word abroad. Before the network was developed in china, it is the traditional media that exercised the function of public opinion ,since the network appeared ,it undertakes the duty of public opinion. Network supervision public opinion is a behavior that the public supervise by public opinion with the benefit of the network ,it is also the new form and the main component element of the public opinion.This paper reviews the history of the development of network supervision public opinion in china,it summarizes the development of it by "Huang si dai movement" , Sun zhigang legal case ,Nue mao incident, relief materials in Wenchuan megaseism and so on. But network supervision public opinion is a double-edged sword ,it brings benefit to the pubic and also lays the foundations of failed presidency . There are a lot of shortcomings and problems in the network supervision public opinion in china, for example, the phenomenon of internet violence is serious, the net media is lack of responsibility ,the policy and legislation are still imperfect, and so on ,in order to play the positive role of the network supervision public opinion ,it has to find the relevant countermeasure according to the problems .In order to profit the reality ,we should perfect and guide it from the laws ,the network and people these three sides.First ,we must perfect the policy and legislation of the network supervision public opinion ,second, the internet technique should be improved, then the government should strengthen the guild of network supervision public opinion ,last we should pay attention to the cultivation of users on the network.The focal point of this paper is to analyze and find out the feasible suggestions and countermeasures according to the problems ,and realize the effective management to the network supervision public opmion in china.
