Supervision By Public Opinion Research, Problems And Countermeasures

Supervision by public opinion is an important form of China's socialistic supervision system. It has important roles for regulating the operation of public power, promoting the realization of the people'rights, developing socialistic political civilization and ensuring society harmony and stability. Since entering new century, supervision of public opinion in our country has achieved great development because of the more attention to supervision by public opinion by the party and the government, the rapid development of modern information technology and the enhancement of civic political participative awareness. Relevant research to supervision by public opinion has become one of the hot researches in the Chinese academic circles. In such a context, I choose the supervision by public opinion as the research object of my article. In my article, I want to study the three themes: the basic theory of supervision by public opinion, the problems of supervision of public opinion in China at present, and the countermeasures to solve these problems.I divide my article into four chapters. In the first chapter, I will finish three tasks: Reviewing the formation and development history of conception of supervision of public opinion, redefining the conception of supervision of public opinion on the basis of summing up and analyzing the conceptions of supervision of public opinion in the past, and expounding the properties, the characteristics and the functions of supervision of public opinion. In the second chapter, I will study the theories and practices of the supervision of public opinion in china and other countries. In the third chapter, I will point out the opportunities for the supervision of public opinion in china at present, such as: the party and the government attach great importance to the supervision of public opinion; people participate in the supervision of public opinion actively; the news media make progresses continuously, the supervision of internet public opinion provide the opportunity for the supervision of public opinion. I also summarize the problems existing in supervision by public opinion in china, for example, the misunderstanding about supervision of public opinion, the interference of power, the lack of legal protection, the lack of the abilities of supervision and news media's corruption. In the fourth chapter, I put forward my suggestions to solve the problems existing in the supervision of public opinion in China. In the macroscopical aspect, I bring two countermeasures out, one is that we must handle the relation between the supervision of public opinion and the party, the government and court of law correctly; the other is that we should strengthen the legislation about the supervision of public opinion to provide legal protection for supervision of public opinion. In the microscopic aspect, I also bring two countermeasures out. One is that we must innovate the mode of supervision of public opinion; the other is that we must improve methods and skills of supervision by public opinion.
