During the process of development for university personnel Management Information System (MIS), the use of system development method is helpful to produce the high-quality software. If policy makers can make rational use of management information systems, at that time, then resolved existing in the management of waste of resources of some of the problem is entirely possible, higher education resources so that can be fully and effectively used. A conventional structured approach has to follows a set of strict development procedure, which is conducive to unity and coherence of developed software. By means of such structured approach, however, it usually takes long time to develop software, and the developed software has a low degree of reuse and is difficult to maintain. As a new approach of software development, software engineering can greatly enhance the degree of reuse and maintenance of developed software. In the light of the special characteristics of system to be developed, it will be a good attempt to combine the structured approach with one to development of its software. The paper introduces analysis of system requirement using software engineering, system design, and class design of application system and implement of various forms. Using the principle of software engineering, designed and developed a Personnel Management Information System, including analysis of aggregate demand system, system design and application of the system design category, the realization of a variety of functional modules.In this paper, the author used object-oriented development and prototyping to solve some problems. The author uses .Net and SQL to develop personnel management system and system development process, the design steps as follows: "analysis, design, implementation and testing". The article illustrator the needs analysis of the University System of Personnel Management, following from the feasibility analysis,use case analysis, business data flow, E-R between analysis and system modeling; The author discusses it from architecture, logical structure, flow system, the system module and the database design and implement it. In this part, the author would tell how to establish the database on Storage functions and triggers to realization. In the system to achieve is mainly about the realization of landing, mobilize the management module, wage management module, catching abnormal information, data transmission of MSMQ. Then the author tests the system's capability to verifying the system's availability. Finally, the author describes the summarized and prospects to this paper. The system can be in practical engineering applications and have achieved good results.
