Ocean environment information is the foundation of ocean scientific research. More research results can be achieved by making full use of the data. The source of the data is different, and also the ways to get them. So the storage methods and the ways to use them are also different. The specialties in ocean environmental information data prevent themselves from being exploited efficiently in ocean science research. The unification of ocean environmental information data format provides promising future for sharing and exchanging of ocean environmental information.The subject in this paper is sub-project of 863 project--"Study on Grid based on ocean environment information data sharing and information service"(No. 2006AA09Z139), which is undertakes by National Information Center. In this subject, we have designed and realized ocean environment information visualization grid platform(the grid platform). The ocean environment information data format convert web service is an important part of the grid platform. One standard format description method on the ocean environment information data has been established after analyzing many kinds of ocean data. And one standard format of ocean environment information data has been described in XML. A kind of web service about data format convert has been developed. Ocean environment information data which is different kinds of format can be converted to the standard format by this web service, so that the ocean scientists and researchers in different domain could use the ocean environment information data conveniently simply and efficiently. Analyzing different kinds of formats about ocean environment information data, extracting the data needed from mass of ocean environment information data and processing them, the data could be used efficiently.Using JAVA technology and XML technology, on the Eclipse3.2 platform, the special data is disposed in the original files of ocean environment information data, such as latitude, longitude, temperature, salinity. After analyzing many kinds of ocean environment information data, we defined a standard format which is flexible and efficient. This standard format could be applicable to a wide variety of original ocean environment information data. The standard format data could be used by ocean scientific researchers directly. Moreover, the standard format could be used as intermediate format in converting process of different original data formats.Web Services is the architecture to develop interoperable distributed application, the procedures could be operated interoperability cross-platform. Web services are self-contained modular application that can be described, published, find, and called in the network (usually the Web). It uses XML to code and decode the data, and uses SOAP to transfer data. Using the middleware Tomcat5.0 and Axis2, the ocean environment information data procedure has been published as web service at Eclipse3.2 environment, the client could call the service expediently.
