As development of information technology and informationization of education, online learning or distance learning has become a widely accepted and used ways of learning. The construction of educational resource repertory is an important part of informationization of education, although a growing number of schools have established their own educational resource repertories and the corresponding resource management platforms, with the standard of resource construction and the structure of resource management platforms based on the resource repertories being not the same, the sharing of educational resource is very difficulty. In order to realize inter-repertory resource sharing, a unified resource construction standard and a unified resource management platform are in need.Service-Oriented Architecture is a new kind of architecture. Under its guidance, existing assets can be packed and reused and the impact brought by the changing demand can be minimized because its realization is loose coupling. When the user need to add or change a function, only need to do a little of modification on performance or business process layer. Although Web service is not the only way to achieve SOA, most system based on SOA framework is realized with Web service because Web service makes a better general has a lot of advantages, such as cross-platform and language independence.Considering the background which has been discussed above, this paper firstly analyzes the theory of educational resource management system and the technology to achieve the system. Afterwards, we study the LOM standard based on which we describe the education resources. In order to realize resource sharing and management, we register and manage the metadata of education resources uniformly and let the resources entity stored distributionally. Then based on SOA, we design a resource management platform and describe the service construction model and the logical construction model. We also describe the detail of the function of each module which includes seven function modules, such as user Management, courseware management, courseware search, courseware statistics, feedback, help and platform information. According to the character of Web service and the analysis of the platform's functions and the relation among the functions, we decide the services and the types of data and then detailed the interfaces of the services. Then in order to complete the platform and provide the friendly gatewayfor the user, we integrate the Web services using Portal technology. At the end of this paper, we realize the platform and give the test result of the platform. One of the characters of this platform is that the platform has good extendibility and easy to maintain because we use the Web service mechanism which enable us to reuse the old system and make the modules loose coupling. Another character of this platform is that we realize the final platform using Portal technology which supports multi-terminal protocol, such as HTML and XML, simultaneously the Portal emphasises the user as the center, and provides the signal entrance and the personalized service for the user.
