More and more executive departments pay attention to the use of network and computer technology. It is found that the traditional medium materials tend to be damaged and lost due to poor management and personnel changes.Unstructured data based on multimedia database is the core part of the whole multimedia data base system. Around this core pare, this essay analyses the data processing and the repository design as well as resource description. Meanwhile, based on a research on user needs and standard specification, the repository structure, query mode and description way get well designed.This system helps resources preservation and management of multimedia data with three main modules which are repository design, description to release and dot video indexing. Multimedia database is a professional and convenient approach for the users by providing various resources navigation such as travel, culture and urban construction. And online reference services are to help use the system and answer questions presented by departments and users.C/S architecture is adopted in the background system as well as four layer container, which are Data Container, CM Clients, Application Server and Presentation, are used to ensure the safety and management of data. Expansibility also gets well ensured. Windows2008is adopted as operating system with SQLServer2008in database and CDI CM in management platform of repository design.
