Ontology is widely applied in knowledge management and many other fields. We can make mapping and interoperations between different applications, realize sharing and reuse of domain knowledge, and support formal description and reasoning. However, it is complicated process that developing and maintaining ontology, there would be various changes in ontology application. For example, when the change of environment or requirement occurs, the changes of elements in ontology will be incurred. The change of some part of ontology will cause conflicts or inconsistencies of ontology, and lead the information ontology expressed to be ineffective. Therefore, we should make corresponding adaptation on ontology to the arisen changes in ontology evolution process, so that we can maintain the consistency of ontology.In this thesis, based on a selected ontology construction model, we discuss and list the set of ontology consistency constrains which should be satisfied by all consistent ontology, and also we construct the hierarchy of ontology changes which express evolution requirements. Under the framework of ontology consistent evolution process, we provided a method that complement ontology changes are executed to eliminate the inconsistency which is incurred by applying special change. And we discuss the dependency of ontology changes, and provide the methods that how to compute corresponding complement ontology changes for a special change. We introduce strategy of user options mechanism to direct evolution by user's predilection while the evolution process has guaranteed the consistency and requirement constraints. Then we provide two special ontology changes and their evolution algorithms, which named"Property Range Changes"and"Concept Hierarchy Transfer"respectively.In this thesis, we discuss the management of user rights. We provide a new hierarchy role management schema, in which the management of user rights is more flexible and convenient.
