After coming into the new century, public crises broke out frequently in China. People's normal order of production and life has been seriously disrupted, cost huge losses. Chinese news media must pay more attention to the public crises. The huge price we paid for the mistake that we had made in SARS makes us fully aware of the necessity and urgency to improve the public crisis reports. This paper selects "Xinwen Lianbo" as the research object. In the first and the second part, the paper analyses its performance on the typical public crisis reports, displays the changes: from avoiding to facing, from blockading to opening, from passive to active, and the capacity of public crisis reports shows a marked improvement in acceleration with the development of democracy and the legal system, especially after the 17th Party Congress. At the same time, we must realize that this course can't be smooth, but full of difficulties and set-backs. The problem that lack preparatory warning function and supervision function in public crisis reports is difficult to solve. Improving public crisis reports is complex system engineering. The third part analyses the reasons that cause the opening changes in public crisis reports from the perspective of media ecology. The fourth part analyses the direction of public crisis reports in the future.
