In recent years, the health and safety of the public has been harassed by a series of public health emergencies, during which the response of the media attracts the academia, and related research has risen up. Newspaper in our country plays an irreplaceable role in public health emergencies, and the quantity and quality of relevant reports has been enhanced a lot. With the improvement of the relevant reports level, Chinese newspaper has gradually formed its own characteristics. The study on this will not only help to offer reference for such news practice, but also make it rich in related theoretical studies.This thesis is divided into four parts:Part I: the analysis of the reporting concept and functions on public health emergencies. The report on public health emergencies has an inextricably link with other reports, such as the incidents report, the disaster report, the health news. However, they are significantly different. In order to get a better interpretation of this concept, the thesis analyzes the law and characteristics of such report by comparison. Based on abundant researches in this field, the thesis analyzes the functions of the report on public health emergencies.Part II: the development course of Chinese newspaper's reports on public health emergencies. SARS has symbolic significance in the practice of Chinese news. The reports on SARS are the milestone and the watershed in the development of public health emergencies. From this point, this thesis, based on SARS, analyzes the development course of Chinese newspaper's reports on public health emergencies, which can be divided into two periods: the slow development before SARS and the rapid prosperity after SARS.Part III: the reporting characteristics on public health emergencies in Chinese newspaper. It embodies primarily in the following aspects: firstly, its agenda has a guiding role; secondly, it is targeted at service level; thirdly, it highlights the human perspective; fourthly, its content is professional; fifthly, its form shows the diversity; sixthly, its way reflects the continuity.Part IV: the illumination on doing a good job in reports about public health emergencies. Through research, we can get the following illumination. Firstly, the media and the government should strengthen mutual cooperation in the crisis-communication. Secondly, media agenda-setting should agree with the psychological demands of the public. Thirdly, the reports on public health emergencies should be scientific. Fourthly, it is important to keep adequate warning in advance and have rational reflections afterwards.
