In recent years,the various kinds of extreme weather disaster,animal epidemic situation and accident disaster take frequently place around the whole world.As a result,people's life has been greatly threatened.As for the emergency events,the most essential thing is a quick processing response and a correct decision.The main policy for governments of all countries in emergency processing is to build an emergency response system.In China,at present,research on the existing emergency response system is still in its initial stage,it mainly uses text-based query to respond to emergencies.The development of emergency response platform is still unbalanced, while it also neglects the significance of unified planning.Those application functions are not perfect.Some foreign scholars have proposed the idea of building intelligent emergency response system.This thesis focuses on the research of casebase technology in emergency response system.This work referenced the achievement and successful experience from the existing systems,according to the ability of knowledge learning and characteristics of problem solving hold by CBR(Case-Based Reasoning) technology, this work applies CBR technology in casebase.This thesis mainly studies on the presentation and structure characteristics of heterogeneous cases,as well as case retrieval,reasoning,study and problem solving method in the platform.The contributions of the thesis are listed as follows:(1) A casebase integration model based on CBR technology has been proposed. The completed casebase provides more information service functions than other electronic document warehouses,it is able to provide prompt and useful support for decision-maker;(2) A "Heterogeneous Casebase" conception and implementary scheme has been proposed and successfully implemented.This work adopts semi-structured method for case representation,breaks the conventional design idea,which has separated case structure and case content information,proposes a more functional plan,allowing user to define different case structure in single domain,which has solved the limitation of the existing system;(3) A domain- independent case presentation model based on CBML (Case-based Markup Language) has been proposed.The model overcomes the disadvantages of the existing CBR application systems,such as facing to single domain,domain model binding,non-code-reuse,non system-extension and so on,further more,when domain knowledge has changed,the program developer has no need to revises bottom code,it makes the whole system more flexible and scientific;(4) Introduces an approximately matching model based on semantic for the heterogeneous cases in CBR system.This model considers the similarity of cases based on structure,semantic and content information.This work handles the three kinds of information alone,being more suitable for heterogeneous cases;(5) In advance,this work implements the building of heterogeneous casebase system and ultimately finishes the design and development of scheme management system,case management system as well as decision-making support system.Generally speaking,in the aspect of system structure,this thesis has successfully implemented a new casebase system based on CBR technology,which has realized "intellectualized","domain-independent" and "heterogeneous";in the aspect of technology,this thesis has proposed an approximately matching model based on semantic for the heterogeneous cases in CBR system;in the aspect of functionality, this thesis has integrated the heterogeneous casebase into emergency response platform,improved the intelligence and some functions of the platform.
