The Study Of The Construction Of The Public Health Emergency Casebase Based On CBR Method

Into the 21st century, with the continued expansion of human economic activity and the globalization of trade, natural disasters caused by environmental destruction, climate change, population migration problems and all kinds of social public events such as terrorist attacks, strike and regional conflicts appear constantly and frequently. These incidents have the characteristics of sudden, instantaneous, abnormal, urgent and highly information lack. The frequent occurrence of these emergency incidents brought great loss and damage to the social economic, political and cultural aspects. How to reduce and prevent the occurrence of emergency incidents is one of the criteria of the degree of social civilization. Also, government and enterprises are increasingly paying attention to the research on the classification and solution of the emergency incidents.China’s public management institution is usually divided into the following four categories:the accident, natural disaster, social security incidentsand public health incidents,and have different national and provincial plan independently.According to the difference of the severity, each type of emergency incidents are responsible for handling by the different levels of administrative departments.Emergency intelligence organization system includes emergency casebase, knowledge base, the classification model base, the coping strategy base and any other construction tasks. The emergency casebase is the indispensable important component of emergency intelligence organization system. Using the CBR method to build the emergency casebase is important to the relevant government department resources of management, training, education and learning, and is also the important learning material to improve the quality of the individual. Therefore, cases of the emergency casebase must have practicability, typicality and authority.This article uses the CBR method to construct the emergency casebase system. Generally speaking, we need to use the basic steps of case retrieval, case reuse, case revision and case retain. Finally, retrieving the saved cases from the existing emergency casebase efficiently help the relevant government departments and enterprises to make decisions, solve problems, optimize the existing emergency case, improve the overall performance of the casebase. In order to improve the efficiency and accuracy of case retrieval, combined with the technology such as the classification index, keywords retrieval, KNN algorithm, this article plans to handle the case attribute of obvious classification, the text description attribute and quantitative attribute, and make each type of the attribute values in the retrieval of the highest utilization rate. The initial values in the attribute weight of KNN algorithm obtained by expert scoring by AHP method. For case modification and case study, we mainly adopt the method of heavy instantiation and induce replay, it can help to learn new knowledge better with the existing architecture and improve the overall performance of the case. We use SQL server database to preliminary implementation of the case storage and system construction, and mainly focus on the implementation of the case representation and case retrieval module. The representation of the case knowledge and storage of the case is completed by six basic data table and other auxiliary function table. Case retrieval is mainly through the combination of the SQL query and KNN calculation.
