Study On Farmers' Supply Of Public Information Service Model

The assumption that establish a rational and effective public information services mode in rural areas is to acknowledge the characteristics of the farmers'public information needs,and the cost of public information services supply in rural areas and the possibility of technology analysis.This paper will be based on the case studies of the Jiangle county of Fujian Province,uses public policy analysis,which based on the use of cost-benefit analysis,cost analysis,attempts to set up the "public information service needs of the rural characteristics-rural public information channels and the main characteristics of supply-supply cost and risk analysis "as the core of the theoretical analysis framework for public information so as to establish a preliminary framework for theoretical analysis about the supply and demand of public information in rural areas.In this study,based on the hierarchy of needs theory,communication theory and information economics theory,research and analysis of farmers at home and abroad modes of supply of public information services carded out.Mode of public information services of the building process of public information service from the main supply,the demand for services of public information,the supply capacity of public information and public information services of the impact of supply factors, such as models for the practical aspects of analysis.Through field surveys to collect samples of the region's farmers demand characteristics of a public information service. By comparing the analysis of farmers-the government model,farmers-the third sector-government departments,farmers-information services businessgovernment departments,to explain the advantages and disadvantages of these three models.The public information services cooperation based on goal in the analysis, administrative analysis of the ecological environment and analysis of the characteristics of farmers.The use of AHP,and let the effectiveness of the supply mode as a measure of the standards,to further verify the feasibility of public information service co-operation. Therefore,Public information service co-operation,based on to farmers-the government sector model-oriented.This model will solve the defects of the imperfect arising from the third sector,information services enterprise's development,and also can satisfy the aspirations of farmers in the information services of public demand,at the same time in the mode in accordance with the specific services set up mechanisms to meet some of the differentiated needs of farmers.
