The Video Coding Experts Group (VCEG) in ITU-T and the Moving Picture Experts Group(MPEG) in ISO/IEC jointly brought forward a new video compression coding standard, which was known as ITU-T Recommendation H.264 and as ISO/IEC MPEG-4 part 10 or Advanced Video Code(AVC). Compared to former video compression standards, it not only satisfies higher reliability and efficient coding performance but also provides a better network interface. Because of the higher-complexity of H.264 algorithm, the study of the implement and optimization of H.264 based on VPM642 is significant. And the study of network transporting is of signification in practice because of the needs of video data transporting.This paper describes the video picture capturing, H.264 coding and network transporting. Hardware constitution and H.264 coding flow are particularly analyzed. And the paper especially discusses all kinds of techniques to optimize and transplant the H.264 coding. It gives the steps to develop the network transporting. Firstly, this paper introduces the developments of current video coding standards and gives the current situation and the outlook. And then present the new algorithms of H.264 and its coding flow. Secondly, introduces platforms of the hardware and software. In the introduction of hardware platform, especially discusses the video ports and the network interface: and in the introduction of software platform-CCS, presents the advantages and the methods to use it. Thirdly, discusses the main steps to optimize and transplant the H.264 encoder. And lastly, illustrates the network development kid (NDK) and methods of using, and gives the steps to apply NDK to network transporting. And the test indicates that H.264 encoding system and network transporting can be implemented on VPM642 chip with a better performance.
