The multi-media communication technology application is increasingly extensive, such as video monitor and video-telephone and IPTV etc. In these multi-media techniques, Video encode is the core, video encoder is the key to set up the multi-media system .The encoder which is realized by DSP can not only integrate with the video system in application easily , but also have the programmable characteristic in software. It can promote to higher grade or renew conveniently .This paper paid attention to the new arithmetic medium processor DM642 as the hardware platform of the company of TI and learnt lessons from the fast calculation method in function currently. It realized H.263 video encoder which was used extensive and made it can attain the encoding in real-time.Analysed the necessity of video encode , theoretical and the standardation of development in technique completely. The paper researched the standard of H.263 that includes the encoding frame, the useful ways of calculation and four negotiating options. Here, the main point was to research the fast algorithm for the transformation(DCT) and the motion estimation which decided the function of the encoder .At last, defined it in the algorithm of Loffler and diamond search., basing on the DM642 hardware construction, accomplished the basic frame in H.263 and the two additional options( Annex D, Annex F)in the VC6.0 environment.In the P4/2.4 Gs/256M , the video sequences Foreman with the video format of CIF, when Q=10, tested the encoding then the speed of coding attain to 10 frames per second and the average code rate is 420 Kbps. The sense of vision feeled good in the whole, finally, transplanted the source code into the platform of DM642 to adjust and optimise.In the part of motion estimation, according to the judgment problem for calculate way of calculation in the diamond search algorithm, this paper put forward a succinct and efficient method in bit sign, which setting and quering the bit sign are both based on logic calculate of...
