Multimedia information mainly includes text, sound, image, graphic and video .And video is the most important component of multimedia information. But comparing with text, data and voice, enormous amount of data from digital video makes uncompressed digital video almost no practical value. So whether storage or transmission, digital video has no practical significance unless it goes through great compression, which makes video compression technology to be the key to the application of multimedia technology.At present, the high-speed development of digital signal processor (DSP) provides us a possibility to achieve efficient multimedia information processing, especially the TMS320C64 series products of Ti (Texas Instruments). With the advantages of a high speed, multi-line, high degree of parallelism, as well as specialized instructions of video signal processing, it becomes one of the most outstanding performance DSP chips among the area of video processing.This paper firstly studied the H.264 code standard and its scale rank division, researched each new technology it uses, including intra prediction, motion estimation and motion compensation, filters to effect block, integer DCT transform and the new encoding method, did a comparison and analysis with H.263 on performance through experiments and got the advantages of H.264; Secondly, it researched and analysised the architecture, external interface and pipeline operation of TMS320DM642; Thirdly, on the basis of the above, it designed a monitoring system, including the design of hardware structure and the implementation of encoder. Finally, the system was implemented and optimized,and the results of the experiments were presented, and the system was summed up with good stability, which can provide good real-time monitoring results in a variety of monitoring fields.
