With the rapid development of information technology,the expanding road transport market, Traffic informatization requires high level transportation administration management information system. Road transport industry management department requires accurate and timely information to guide the road transport market and macro-control, to restructure the road transport structure, as well as, to make the road transport development policies and plans. At present, the management information systems used in china are a wide range of kinds with different functions. It leads that the transport business data in different departments have no uniform standard and not be able to achieve data exchange. How to build a standard transportation administration management information system with comprehensive data, a high degree of sharing, safe and reliable, high time-sensitive, easy to operate to modernize the management of the transport in Tibet, to promote the development of the economy of Tibet is very important.Analyzing the present situation of domestic and international transportation management information system ,studying the difficult problems of transportation administration management ,using cooperative office thinking and workflow technology of transportation administration management, combined with the information management present situation of the transportation administration bureau of Tibet, this paper built a road transport e-government system ,covering the road passenger transport, road freight transport, motor vehicle driver training, vehicle maintenance, passenger (cargo) transport station, to promote the development of modern road traffic. This paper focused on analyzing the six functions of transportation administration management information system including administrative license management information, daily management, inspection management, decision-making, law enforcement supervision and system maintenance. Analyzing business flow analysis of the road passenger transport administrative licensing, based on the actual needs, this paper designed the broad framework of the system to meet the needs of road transport. Based on the objective principles of system design, according the functions, applicability technical development difficulties, decided to adopt Web-based workflow technology-based B / S structure to meet the general requirements, to adopt C # and ASP.NET as a development language for the high functions parts, to adopt SQL Serevr2005 database for database management systems development in accordance with the function requirements of the system. Concerning function, the system focused on the personalization and real-time messaging and strived to achieve a combination of professionalism and facilitation to meet the needs of transportation administration management.As a province of economic underdevelopment, technological backwardness and shortage of talents, there are many adverse conditions for Tibet. Firstly, the majority of units lack of professionals. It is difficult for them to operate and manage a complex information system. Secondly, the capital investment is very limited because of the economic development. Therefore, It is very significant to make the construction scheme, as well as, to research the operating and maintaining scheme which is economical, reasonable and technically feasible. How to judge the system's quality and efficiency is a problem. To solve this problem, it is necessary to establish a reasonable evaluation system, set a reasonable evaluation index. The selection of evaluation indicators should be base on a certain purpose to collect information and data, selecting the objective and key indicators to ensure the objectivity of the index system. This paper researched on the overall structure design, network architecture design, database design, security design of the system. From the aspects of technology and performance, system building costs and benefits, this paper selected the realization degrees of function, system advancement, system interoperability, system security, system maintainability, software quality, objectives scientific and construction normative ,system operation and maintenance costs, the initial construction investment, ease of system implementation, the direct economic benefits, the system utilization, user satisfaction and social benefit as the indicators, used Analytical Hierarchy Process (AHP) to determine the weight of the various indicators, using fuzzy comprehensive evaluation as a decision-making assessment tools to evaluate the system. This paper provided theoretical basis for the building of transportation administration management information system in Tibet.
