With the development of the computer, communications and control technology, SCADA system becomes the basis of pipeline digitization. Its main functions are: acqurinng automatically the technical parameters concerning the pipeline operating, regulating the variables closely related to pipeline safety running, monitoring the operation states of the field equipment at the station control room and control center, and offering the necessary data for other enterprise application systems.Based on the development and construction of the enterprise SCADA system in Chang Qing Oilfield Company, the framework structure of a SCADA system has been analyzed in this study. Associating the monitoring and control demands of Station control system of Yang Shan Station attached to Jing Xian pipeline enterprise, major equipments has been selected and configured, such as pump maching series, furnace and on-site monitoring and control instrumentation. Thereby the control and protection program has been identified. Finally, configuration has been completed by Freelance 2000. The highly automated station control system has been established with the remote ability.ABB AC800F SCADA system has been used in this project. The system adopts the integration controller and the latest technology and standards, and has open communication and plug-and-play units. The system configuration has been completed by the Freelance 2000 Digitool which imports graphical programming language with the international standards IEC 1131-3. As a result, it takes shorter time for the whole project design implementation. The system upgrades and maintains simply.The updating speed of the SCADA system data in JingXian is faster and the refresh speed of the monitor screen is shorter. Through the different monitoring graphics of the station control room and the control center, the operators can immediately know about the operating states of the station field. And through the buttons in the monitoring graphics, the operators can also control remotely the station equipments, the on-site parameters and the technical procedure. Through the boundaries of operating authority, the system manages users at different levels, so as to avoid accidents caused by misoperation. It implementes the Pump chain control, water-control, pressure control on the transportation system in order to ensure the production safe, stable and efficient.
