At the end of the20th century, the waves of new military revolution based on IT technology dashed against the various aspects of the military field, it caused many changes, which are the environment of war, the means of command and the focus of war. With the deepening of reform and opening-up, and the development of international situation, the safe situation of society and troops is rigorous day by day. The application of information technique in all areas of the sciety has become nowadays the focus of national community development in all countries, and the safety of the military barracks also equally caused the attention of each military authority. In the progress of the information-based construction of our troops, the digital barrack is the important contents of the troops information-based construction, its system function is an important factor for the guarantee of the security protection of the military barrack.In accordance with the above facts, this dissertation proposed building the intelligent monitoring security protection system of the digital barracks. And based on real military background, the dissertation thoroughly researches on key technologies relevant to the system in order to improve the information level on the supervisory, warning-handling, emergency responsin and the intergration of the information processing, and insure the digital barracks can quickly and effectively deal with the emergent problem present in military training and battle action, and non-traditional security. The key technologies include these areas which are the intergration of the system security protection, the intelligence monitoring of the core areas and multi-services fusion in order to improve the ability of coordinated operation, which to provide the technique support from the foundation theories, system framework to the product application.The major contributions of this dissertation are as follows:Firstly, research on the digital barrack security protection architecture model. Construction for the integration of modern digital barrack intelligent monitoring security protection system,’use the system high technology to deal with technology’ is a effective approach for the seriously security environment day by day. In this paper, we discusses the system framework for building the digital barrack intelligent monitoring security protection systems, through the goal of building digital communities, and from the operation of the system management, we research the intelligent monitoring security protection system of the digital barrack management mechanism to achieve the combination of the people, things, technical approachs to protect the security, thus construct the real the effective security protection system of the digital barrack, which use of advanced technology.Secondly, research on the technique of the intelligence video analysis digital for the core area of digital barrack. The protection of core area is the high-security requirements for the important parts of the digital barrack. In this paper, under the analysis of the characteristics and functional requirements for protection of core area, we summed up the principle and implementation of various algorithms of motion detection in video surveillance based on a more detailed study, we using the time difference to build background model, and then, through setting the difference to slove the problem of the background slow build time due to the moving targets is too large. And for adaptability requirements of the background model, based on moving average method to achieve the background model updated to enhance detection accuracy, and builded the actual system to verify the algorithm, the result shows the algorithm’s effectiveness and accuracy.Thirdly, research on the intergraton technique of intelligent supervisor security protection system and the platform construct about multi-services fusion. Aim at information warfare, the digital barrack information system need deal with more information which related hierarchy is more complexity, and more services, the dissertation proposed multi-services of subsystems cooperation-operation on basis of multi-information fusion, and separately put forward correspond solutions according to the three levels of multi-services fusion which are multi-sensor information fusion and perceived risk under fusion and subsystems cooperation disposition, lastly introduce how to construct system platform based on multi-services. These methods can effectively improve the capability of systems cooperation, and make system possess strong expansibility and reliability.Fourthly, research on the intelligent emergency planning of the digital barracks. The flow of emergency plan is the key part of the emergency disposal which describes the rules how to configure resources in order to reduce the loss, and decides the scope and degree which emergency bring with. And the real-time intelligent program is an important guarantee for the effective and efficient emergency action to reduce the loss. In this paper, we build the ontology-based flow of emergency response plan model for the plan’s flexibility and scalability. And on this basis, through mapping the emergency plan, emergency resources and the state of emergency to the variables and constraints, the emergency treatment program which will build into a CSP problem, and thus we can use the common methods of the CSP problems to make the emergency programs, which improve the timeliness, rational and scientific for the emergency programs. In a word, this dissertation thoroughly and widely researches on key technologies for intelligent monitoring security protection system of the digital barracks on basis of the information warfare. The major works focus on the improvement of the architecture, the innovation of system design idea and the breakthrough of algorithm, providing the comprehensive technological support from basis theory and system frame to application. The ultimate purposes make the building system more intelligence and practicability and scientific decision and quick reaction and efficient obtaining information.
