Peer-to-Peer(P2P) computing has emerged as a popular model aiming at further utilizing internet information and resources. Web service stands for the next step of distributed computing. The application based on SOA is a promising trend of distributed computing. The key and most difficult problem in SOA is how to automatically discover the services according to the end users'query accurately and quickly.Web Services Discovery is the process of a web service requester finds out the Web Service which is needed among different kinds of Web Services. However the traditional Web Services discovery method is Web Services matching which is based on the UDDI framework, because UDDI only can offer the query based on keywords, and is lack of semantic information, so the Web Services match is based on the keyword or syntax matching, cannot implement Web Services functionality-based matching, and then causes the low precision or the low recall.A new P2P and Semantic Web based service discovery mechanism is discussed in this Paper to improve the performance. When a query is submitted by a service requestor, a two steps querying and two layers searching methods are used to improve the performance. Key words based matching and indexing in the group layer is used during the first step, and semantic matching in the Peer layer is used during the second step of querying.So the service requestor can find the service based on semantic query.Profiting from using P2P network to exchange the metadata, the service providers are permitted to add and modify and delete services freely without conferring others. The two steps querying method proposed in this paper can acquire some balance between the time costing and the precision of the web service discovery. In the end, this paper evaluates the discovery performance.
