Recent years, with the rapid development of telecommunications technology, the major operators are continuing provide more convenient telecommunication products and more humanized telecom services, prompting the increase of mobile phone users.Conversely,in order to strive for more market share of mobile phone users, the major operators have to continuously and frequently update and optimize their products.Gradually it forms a good virtuous circle.More and more perfect telecommunication infrastructure services bring people's lives a lot of convenience, the corresponding, the basic of telecom services have to continue updating in response to market demands. However, there are high deployment costs and long cycle of expansion problems, because the current telecom billing software still belongs to the traditional model,so the existing telecom billing software has no solution to meet the needs of rapid respond. To solve the problem of telecom billing software about the traditional model about high cost of deployment and long expansion cycle, this paper adopts cloud computing related technology to design and implement a telecom billing system based on SAAS mode.Compared with traditional software model, this system provides operators more flexible instructions which the user can rent or buy it according to their demands.Even if they choose to buy the system, there is no need to re-purchase the hardware. It greatly reduces the cost of deployment and also avoids the traditional transportation risk. The main contents of this paper are as follows:1.Analyze business requirements.Firstly, this paper makes a deep analysis of the operators' real problem, and investigates the needs of telecom services billing system by the issues. Then it externalizes the necessity to develop the telecom services billing based on the SAAS model.Secondly, according to the actual characteristics of the operators with comparing the current domestic and international usage decides that this system chooses the prepaid users online accounting mode. Finally, through thinking of the actual demands of the project as a prototype and the operator's organizational structure situation, this paperexpounds the needs of functionality and performance.2.System design and system implementation. This paper designs system architecture and achieves the main function modules based on the business needs of billing system and of the characteristics of SAAS model of software. From the functional perspective, this system provides the customer management of the operator and calculation of telecommunication services. For the operator company structure features,it redesigns the access control policy model applying to this system on the basis of the multi-tenant SAAS mode this system and then adds tenants life cycle management block.3.System testing.System testing function uses the manual testing, automated testing, two ways to guarantee the quality of the system.About the performance problem it tests the system response time in terms of performance and long pressure.Thinking of the actual demands of telecom operators, combining with the characteristics of business accounting software, the system explains requirements analysis, the overall design, the detailed design, system implementation and verification system. It proposes a complete program based on SAAS model for telecom operators realization of telecommunications billing system. In the process of system design and implementation,it fully considers operators organizational structure and business requirements of needs. Therefore, the design and implementation of this system have a huge reference value in engineering for telecom operators to setup telecommunications billing system based on its own cloud platform.
