Supervisory Information System Plant Level (short for SIS) is a computer system, which integrated monitoring of producing processes, optimizing operating and producing management, and it faces the producing processes and to process the real-time data of the whole power plant. SIS, producing monitoring system and management system constituted the integrated power-plant-class automatization system.The objectives for Haidai Power Plant to invest and implement SIS system are to achieve the enterprise management objectives, and to promote producing management level, operating efficiency and competition capability. The aims to implement the SIS system are to achieve the real-time monitoring of producing and operating optimization and scientific operating examine, and to actualize economic analysis to effectively support power market competition.This abstract briefly introduces the concept, significant and technical and industrial background of SIS, then it inllustrates the primary problems needed to be solved in implementing the SIS, and finally summarizes the national and international technique and application situations.This dissertation analyzes the SIS functions and the requirement of information integration, and based on project practice and related industrial standards, it designs six primary function moduls, which include the real-time monitoring and statistic, performance calculation and mornitroring, economical efficiency anlysis and operation optimization guide, online performace test, operation performace evalucation, and plant-class load-optimizing dispatch. According with the technique and application charactorastics of this system, it designs the structure of database management layer, data collection interface layer, supporting software layer and client software. According with the data quantity, user dimensions, calculation and storage capability and usability requirements, it designs the high-usable networks and hardware platform constituted by double Cisco Catalyst 4506 kilomega switch and IBM X365 Server.The key technique points of this projest are the information system intergration of producing-process control and development of professional performance calculation software. According with many different kinds of control system, physical types and communication specification, it applies object-oriented modularization concept and plugin technique based on module interface to design the conventional data collection interface software based on PI database, whtich achieve the intergration of data in different control systems. For solving the problems of complexity of professional software, long cycle of development and difficulty of update and maintenance, it raises the theory to separately design calculation m and analysis modules and calculation platform, which applies PI tools and EXCEL, and with the help of Visual Studio, it can achieve the different kinds of information issuance and figure-display function in C/S or B/S mode to fulfill the management requirement of the power plant.The Haidai SIS system is on formal operation in October, 2006, and it has a favourable application effect and achieve the anticipate objectives. In future, this system will be continuously promoted. With the deepen of power sector reform and improvement of management experience level of this enterprise, the SIS will bring the power plant obviours economic benefits.
