Many problems appear while transactions of fixed telephone are increasing sharply, such as how to improve the service for customers especially in rural, and how to improve the efficient of payment and reduce the proportion of bad debts. At present the primary mean of payment for telephone bill is through the business lobby. Rural population density are scarcer than urban, so the rural clients distribute more widely, and consumption capability of single rural user is not strong. Considering the features of rural clients, the way to build more business lobbies for improving the coverage is not cost-effective. Because of the present situation, designing portable payment terminals is valuble. Proving simple low-cost portable payment terminals can give clients active service, reduce our operating cost, and increase our revenue. It also help us build a positive image. The most important point is that this design can solve the payment inconvenience for rural users and people lived in remote areas.This system include two subsystems, portable payment terminals and communications server system. Payment terminals access the Netcom Corporation accounting system database through the communication server system, then it completes certification, query, payment,prints and other functions.This paper states the operation system, database, and development tools used in this design. It also states the design and implementation of this system in detail and it focuses on key technologies applied on this system as well.
