The ocean is an important part in human living environment, covering the area of the surface of the earth is about71%. The international seabed area of the ocean is the maximum potential strategic resources base which is not understood and used adequately. The area has rich strategic metal, ocean energy and biological resources. Besides, the international seabed area is the birthplace of seafloor spreading, plate tectonics, paleoceanography and global tectonics theory. It has not only high economic value, but also important scientific significance to research on the international seabed area. At present, the international seabed area has drawn all the coastal countries and landlocked countries’attention to research and develop. However, because the geological data of the international seabed has characteristics of obtain time space span, complex types, achievement of storage standards are not unified, data is dispersive. It is difficult for scientists to maintain, manage, use and share the international seabed geological data. It also doesn’t make full use of these valuable data. Through the detailed analysis of the international seabed data contents and features, according to the data management problems, this paper conducted in-depth research and analysis to the system.The main works of this paper are as follows:(1) In view of the current international submarine geosciences data characteristics, this paper proposed a method of managing and organizing multi-source and heterogeneous spatial data based on spatial data engine (SDE). It solves the problems effectively and lays the foundation for the construction of spatial database.(2) According to problems that obtaining the data low efficiency and using data difficult, which scientists had encountered, through the construction of unified international submarine geosciences information spatial database, the system can avoid searching, accessing and using the data by artificial means. It improves the relevant scientific research personnel’s working efficiency effectively.(3) According to problems that the international submarine geosciences data sharing level is low and the mass of the international seabed survey participation is low, this paper improves the data sharing level effectively and enhances the general public on the scientific understanding of the international seabed, through using spatial data visualization technique to undertake effective visual expression of the data that stored in the spatial database.
